ARA’s National Legislative Caucus

Nydia Velazquez (D-12th), chair of the House Small Business Committee at the 2009 ARA Legislative Caucus.One of the roles of government affairs at ARA is giving members the tools they need to be the voice of the equipment rental industry at the federal, state and local levels. The National Legislative Caucus gives attendees the opportunity to participate in an event that is exclusively for the rental industry. ARA members who participate in Caucus learn from their personal experience in Washington, D.C., returning home with the knowledge and ability to address state and local issues that affect their businesses and their industry.  

The ARA of Kentucky delegation meets with Sen. Mitch McConnell (R-Ky.) in the Senate Republican Leader’s office at the Capitol Building.The ARA Government Affairs Committee is responsible for developing the Caucus program and agenda. Committee members also act as your hosts at Caucus. We urge you to contact any committee member or an ARA government affairs staff member if you have any questions about Caucus.

State, Local and Provincial Leadership Conference

John McClelland, ARA’s vice president for government affairs; Web Brown, ARS, Oklahoma City, Okla.; Harold Sater, A & A Tents, Shreveport, La.Every fall, ARA hosts its State, Local and Provincial Leadership Conference, bringing together volunteer leadership from all over the U.S. and Canada. In addition to highlighting volunteerism and providing program information, ARA supports and encourages local grassroots advocacy through this event, showing members how they can make a real difference at the grassroots level on issues and legislation that affect the rental industry, locally as well as nationally. Legislative and regulatory issues pursued by various state associations are showcased and shared, including state theft of services, personal property tax, sales tax and various state regulations that affect the state’s rental industry.

Federal Elections

Charles Neffle, All Occasions Event Rental, Cincinnati; Andy Cooke, Cooke Rentals, Cornelius. N.C.; Ben Cooke, Cooke Rentals, Mount Airy, N.C., and ARA Region Three director; and Michael Tharpe, Top Tec Products, Laurens, S.C., and an ARA Associate member director. Elections for the House of Representatives happen every two years when all 435 members are up for election. Senators serve six-year terms, with approximately one-third of the 100 Senators facing a reelection contest every two years. Recent elections have been closely contested. The 2000 election is the best known example of a series of House and Senate elections that were decided by just a few votes. That is why ARA encourages every member and every employee of a rental business to register to vote and go to the polls on Election Day. Download voter registration materials for your state, locate your polling place, and find out about early voting in your state.

ARA works hard to keep our members informed and educated about issues that are important to the rental industry. We urge every member to read the issue briefs ARA staff and the Government Affairs Committee develop every year as part of our legislative agenda. ARA members can also keep track of how their members of Congress vote on these issues by reviewing the Congressional voting records

Through our partnership with the Business and Industry Political Action Committee (BIPAC) ARA is creating a network of state coalitions called the Prosperity Project. BIPAC, through its state deployment partners is developing a model for the business community to come together at the state level to address issues, raise political awareness and get voters registered and to the polls.

You are encouraged to use the information you learn through these resources to get involved and become a part of ARA’s grassroots army.
